Get a detailed review online

What makes the Internet great is that you can browse and get information on just about anything.  So, if you want a review on a particular survey company, you can input their name, and see what others think.  If you get a good vibe from the company, I would go ahead and sign up.  99% of the time, you’ll find out that it’s free to sign up.

NEVER pay a fee

A good survey site isn’t going to charge you to sign up.  It just doesn’t make sense.  Why would a company want to pay you, but they want you to pay to sign up?  What’s wrong with that picture?  If the survey site is going to charge you, you’re better off looking elsewhere.
